Payroll output checker with Scenario 3 users

The payroll output checker is working again for company logins based on template Scenario 3 users.

Overviews keep loading in stopped large environments

If an environment was in a stopped state and was marked as a large environment, some reports that only have the Excel button available, such as Wage components per period, kept on loading forever. Now these reports can be generated.
