Security exception when creating Employee Login

In some cases it wasn't possible to create an employee login, due to a wrong check to set the useraccount language.

Fix Structure of API Call Employment_GetAll_AllEmployeesByCompany

With last week's performance improvement done, the structure of the call changed. From now on the call structure was adjusted to what it was before, while of course keeping the performance improvement.
